If you have to ask if you should bring a dry bag to a BAH3 trail, then you should. Mostly dog friendly, my be difficult for a stroller.
On-after will be The Alehouse. 6480 Dobbin Center Way, Columbia, MD 21045. They normally have 25-30 beers on tap. they also have great food.
